Where will you work as a Commissioning Coordinator ?
We are looking for a Commissioning Coordinator for one of our clients in the energy sector. The position will be based in Saint-André, La Réunion, as part of a project to build a CSR boiler at an operating power plant.
Commissioning Coordinator : What will your main tasks and responsibilities be ?
As Commissioning Coordinator, you will join a delegated project management team and work under the supervision of the Project Manager. Your main responsibility will be to oversee the commissioning of the entire CSR boiler project (all lots combined) and liaise with the power plant already in operation. Working closely with the site manager, who will also be present on site, your tasks will include:
- Overseeing the transition between the end of construction and the commissioning of the project: checking the prerequisites for the first power-ups, checking that all documentation is complete (end-of-assembly certificates, area or system availability, list of reservations, etc.)
- Ensuring the completeness of the test quality files (test sheets, reports, etc.)
- Anticipating and coordinating the preparation of commissioning tasks and procedures
- Coordinating and managing the commissioning teams from the various external companies to ensure the correct sequencing of commissioning between the different lots
- Ensure that the commissioning stages detailed in the documents of the companies and their subcontractors are carried out on time and in accordance with best practice
- Analyze the commissioning procedures and risk analyses carried out by the companies and work closely with the HSE team to prevent any risks during the tests
- Ensure compliance with regulatory and safety requirements during commissioning
- Monitor and supervise, with the electrical/automation supervisor, the progress of cabling and input/output tests, as well as loop tests
- Monitor the overall progress of commissioning with the OPC and the electricity/automation supervisor, alert in case of deviations from objectives, and propose solutions to reduce any impact on the completion date
- Indirectly manage commissioning resources in coordination with the operator and assist in setting up on-call duties
- Organize and lead daily commissioning coordination meetings and provide reports to the project team
- Prepare for performance tests and any “make good” qualification tests
- Report and record any technical anomalies or inconsistencies that do not comply with the plans or contractual documents
- Suspend any ongoing operations in the event of a situation that could compromise safety
- Assist the operator in getting to grips with the new boiler and its main operating principles, and oversee the organization of the necessary training for the operator
Main deliverables expected:
- Pre-MSI risk lists addressing provisional elements to be implemented, particularly regarding fire and general risks at the plant, in coordination with the HSE team
- Daily, weekly, and monthly reports on MSI progress
- Monitoring of wired and tested I/O lists with the help of the electrical/automation supervisor and monitoring of equipment/systems that have been started up
- Organization of files containing test sheets, trials, reports, etc. provided by the various companies
- File transfer to the operator
What profile and skills are required for this Commissioning Coordinator position ?
- You have solid experience (minimum 8 years) in a similar position, ideally in the context of biomass power plant projects, waste-to-energy plants, etc.
- You have proven skills in industrial processes, particularly boilers and turbines, as well as a good knowledge of thermal engineering (steam), high/low voltage electricity, and control systems (PID control, regulation principles, etc.).
- You are proficient in electrical diagrams, P&IDs, and instrumentation documents.
- You have a good knowledge of lockout procedures and the industrial risks inherent in start-up phases.
- Knowledge of SIEMENS PCS7 and EMERSON OVATION equipment would be a plus.
