What kind of structure will you be joining as an SCM package engineer?
We are recruiting, on behalf of one of our clients in the steel and metallurgical industry, an SCM package engineer (M/F) to be based in the Yvelines, France.
Our client designs, manufactures, and installs high-performance thermal equipment for hydrocarbon transportation.
SCM package engineer: What will your missions and responsibilities be?
You will report operationally to the project procurement manager and functionally to the SCM Director.
As part of a project in the United States, we are looking for an SCM package engineer with at least 10 years of experience, responsible for the technical and commercial management of various procurement packages for metallurgical materials (steel pipes of various alloys and diameters, forged components, welded assemblies, etc.).
The SCM Package Engineer works within a multidisciplinary project team. They contribute to the technical execution, financial oversight, and scheduling of the packages they manage, ensuring compliance with the company’s Quality and HSE standards. The role covers all phases from tender preparation to delivery of materials to the site in France.
Mission Scope:
The SCM Package Engineer will oversee long lead-time procurement packages such as carbon steel pipes in production, forged components, fabricated steelwork, and instrumentation. Their responsibilities may include, in whole or in part, the following:
Technical documentation familiarization:
- Analyze and prepare the technical documentation required to launch requests for quotation (RFQs)
- Ensure compliance with all SCM processes in collaboration with engineering, quality, and HSE teams
Tender preparation, issuance, and follow-up:
- Draft and send RFQs to potential suppliers
- Analyze and clarify offers from both technical and commercial perspectives
- Organize offer evaluations and prepare decision-making documents
- Place purchase orders with selected suppliers
Order follow-up:
- Organize technical reviews with suppliers (kick-off, pre-production, finalization)
- Monitor supplier progress through regular meetings
- Coordinate document approvals across different disciplines (engineering, quality, HSE)
- Handle non-conformance reports, incidents, and change order requests
Project Procurement Report (PPR) updates:
- Maintain up-to-date PPRs for assigned procurement packages, before and after orders are placed
Cost and planning support:
- Assist the Project Controls Lead in regularly updating costs and timelines for procurement packages
What profile and skills are required for this SCM package engineer position?
Education:
- Engineering degree required; specialization in mechanical or materials engineering preferred
Experience:
- Minimum 10 years of experience covering the full scope of procurement engineering (pre- and post-order, including supplier follow-up at manufacturing sites) within the Oil & Gas sector
Technical skills:
- Familiarity with industry technical standards (EPC in Oil & Gas) and procurement, including Quality, Health, Safety, and Environment requirements
- Knowledge of metallurgy and fabrication sectors
- Full professional proficiency in English and French (documentation will be written in English only)
