What organization will you be working for as Site HSE Manager?

We are looking for a Site HSE Manager on behalf of one of our clients in the energy sector, based in La Rochelle.

 

Site HSE Manager: What will your duties and responsibilities be?

 

General responsibility

They ensure compliance with:

• local regulations,
• the client's HSE requirements,
• the contractor's HSE management system.

They assist/lead the contractor's HSE meetings and review HSE compliance on a day-to-day basis.

The site HSE manager proposes creative HSE solutions compatible with project constraints (schedule, cost, quality), without compromising HSE aspects.

 

Specific responsibilities

The assignment takes place on an operating site, as part of an Owner's Engineer (Assistance à Maîtrise d'Ouvrage) contract.

The main duties of the site HSE manager include the following tasks (non-exhaustive list):

• Implements the HSE plan and procedures defined for the project/operating site and ensures all personnel are aware of the requirements set out therein.
• Ensures that subcontractors have developed their own HSE plans and procedures prior to the start of work.
• In line with this plan, defines:
  • the safety program (instructions, training, meetings, inspections, and incentives);
  • the environmental program: implements a waste management plan, including construction waste and packaging waste.
• Ensures the site emergency response plan is in place and is regularly drilled and reviewed.
• Organizes safety awareness campaigns and develops action plans to address and eliminate identified failures.
• Encourages everyone to do their best to minimize accident frequency and severity as much as possible.
• Promotes proper, ongoing maintenance of the unit and temporary site equipment, in order to create the best possible working conditions for personnel and encourage compliance with HSE requirements.
• Conducts HSE site visits with all subcontractors and enforces appropriate corrective actions.
• Ensures all factors likely to improve health and safety are taken into account, in particular those that help: promote the protection of people, an absolute requirement, analyze, identify, and neutralize potential hazards, ensure close coordination with all parties involved in construction to avoid overcrowded areas and hazardous operations, ensure careful preparation of critical work phases, maintain close contact with local HSE authorities, ensure ongoing monitoring to immediately correct unsafe actions and situations.
• Analyzes all incidents and near-misses to identify root causes, and sends copies of reports to the Site Manager and/or Construction Manager.
• In the event of an incident, is required to report it immediately to the Site Manager and/or Construction Manager, as well as to the client.
• Promotes communication on all HSE aspects (bonuses, incentives, meetings/inspections/audits, and reports).
• Prepares a weekly HSE activity report and sends it to the client and relevant stakeholders.
• Shares received information within their own site team.
• Passes on relevant information to the head of the HSE department so it can be shared across all projects.
• If specialized knowledge is available on their site, ensures the head of the HSE department is informed, so it can be leveraged on other projects if needed.
• If necessary, acts as a member of the CLIENT's HSE committee.
• Attends client and subcontractor meetings and liaises with their management teams.

What profile and skills are required for this Site HSE Manager position?

• Degree in HSE Risk Management
• Minimum 10 years' experience as a Site HSE Manager
• Strong interpersonal and communication skills
• Proficiency in IT tools and databases
• Certifications: GIES 1 / GIES 2 / ATEX Level 0 / Scaffolding use / H0B0 / AIPR / Harness use
• Good knowledge of local HSE regulations and client requirements
• Experience leading meetings and raising team awareness (safety, environment)
• Ability to identify, analyze, and neutralize potential risks and hazards on site
• Experience in emergency situation management (response plans, drills)
• Rigor in reporting and document tracking (incident reports, weekly reports)
• Ability to work in coordination with multiple subcontractors and stakeholders
• Proactive and solution-oriented mindset
